Privacy Policy

Effective 23 September 2026

We do not store your chat history on our servers. Your conversation stays in this browser tab, while the messages you send are processed to answer your question.

Who we are

Kuya J is a civic information assistant by BetterGov.ph, an independent community initiative. This policy covers chat.bettergov.ph and its installed web app. BetterGov.ph is responsible for how this app uses information. For privacy questions or requests, contact volunteers@bettergov.ph.

Your conversation and retention

We do not maintain a database of conversations, save prompts or answers as chat history, or intentionally log their contents. Conversations and optional debug traces are held in your current tab’s memory. Reloading or closing the tab clears that session; starting a new conversation keeps earlier conversations available in the same session.

When you send a message, your question and recent conversation context pass through our servers in memory to provide an answer. They are not added to a server-side conversation archive. This does not mean that no information is processed or that every third-party provider has zero retention.

What is processed, and why

  • Messages and recent context: to understand your question, generate an answer and maintain the conversation.
  • Screening and retrieval information: to detect spam or prompt injection, select relevant knowledge bases and check retrieved material. Automated screening can decline a message; it does not determine your eligibility for a government service.
  • Technical information: network and request metadata, such as IP address, browser information, request time, URL, response status and error category, may be processed by our hosting and security providers to deliver and protect the service.

We process information necessary to provide the service you request and to protect its security and availability, subject to applicable law. We do not require an account, use your conversations to train our own models, sell your chat content, or run advertising trackers in this app.

Providers that receive information

Answering a question requires external services. Depending on your request:

  • Answering provider (Nyolab or Z.ai): receives messages, recent conversation context and accepted source material to generate the answer. When Nyolab is selected, requests pass through its model-routing service and its upstream model providers. When Z.ai is selected directly, requests go to Z.ai without the Nyolab router. If the primary answering provider is unavailable, the app may send the same messages, recent context and accepted source material to the configured backup provider to finish your request. Z.ai’s API data processing terms describe its API processing; those terms do not establish Nyolab’s retention practices. We do not promise zero retention by the router or its upstream providers.
  • TypeSafe AI (Jev): receives conversation context and retrieved material to screen, classify and filter it. See its Privacy Policy.
  • BetterGov, Juris and connected public-data services: receive relevant search terms, identifiers and lookup parameters to retrieve records. Information you include in a question may appear in those searches.
  • Cloudflare: hosts and protects this service and processes network traffic and operational metadata. See its Privacy Policy.

Providers may process information outside the Philippines and have their own retention practices and legal obligations. Our no-chat-history policy describes this app’s storage; it is not a promise of zero retention by every provider. Opening a source website also subjects that visit to that website’s privacy practices.

Operational logs and contact messages

The application logs error categories rather than chat contents. Cloudflare Workers operational logs may be retained for up to seven days under its current logging service. Other hosting or security records follow the provider’s applicable retention rules. These records are separate from conversation history.

If you email us, the address and information you choose to send will be retained in our email service for handling your request and any necessary follow-up or legal obligations. Send only what is needed and ask us about deletion when your request is resolved.

Browser storage and the installed app

The installed web app caches branding and an offline page on your device. It does not cache chat API responses or conversations. A functional sidebar preference cookie may be set for up to seven days; it contains an open/closed preference, not your messages. You can remove cached files and cookies through your browser’s site-data settings.

Debug traces stay in the tab with your conversation. Copying an answer or a trace places it on your device’s clipboard; sharing that copy is your choice. Traces can include your search terms, so review them before sharing.

Your choices and rights

Do not submit passwords, government ID numbers, financial account details, private medical information, or other sensitive personal data. Ask general questions and remove identifying details about yourself or others. If you do not want a message sent to the listed providers, do not submit it.

Subject to applicable law, you may request information about processing, access, correction, deletion or blocking, and object to processing. Contact volunteers@bettergov.ph to exercise these rights or report a concern. We cannot retrieve a conversation that the app has not saved, but can help with questions about processing and provider requests. You may also raise a complaint with the National Privacy Commission.

Security and changes

We use HTTPS and keep provider credentials on the server. No online service can guarantee absolute security. We will update this page and its effective date if our practices change, and provide additional notice or obtain consent where required by law. See also our Terms of Service.
